Winneba is set to witness a significant milestone in educational and technological development as the Minority Leader in Parliament and Member of Parliament for Effutu, Alexander Kwamena Afenyo-Markin, commissions a state-of-the-art ICT & Library Complex on Monday, 15th December, 2025.
The commissioning ceremony will take place at Low Cost, Winneba, and is scheduled to begin at 3:00 pm. The facility, which will be named after Mr. R.C. Ekem, is expected to serve as a major hub for learning, research, and digital empowerment for students, young people, and the wider Effutu community.
The ICT & Library Complex is designed to provide modern information and communication technology resources alongside a well-equipped library, aimed at improving access to knowledge, supporting academic excellence, and enhancing digital literacy. Community members and stakeholders have described the project as a timely intervention that will help bridge the digital divide and promote lifelong learning.

The event is being held under the banner “Effutu Dream Proud Deer Hunters”, reflecting community pride and collective commitment to development within the constituency.
Residents, opinion leaders, students, and the general public are expected to attend the ceremony to witness the unveiling of the facility, which represents another step in efforts to strengthen education and human capital development in Winneba.
The commissioning underscores Mr. Afenyo-Markin’s continued advocacy for infrastructure development and investment in education as key drivers of progress in the Effutu constituency.
