NPA Warns Against Illegal Storage and Sale of Petroleum Products

The National Petroleum Authority (NPA) has issued a strong warning to individuals and businesses engaged in the illicit storage and marketing of petroleum products, urging them to comply with regulatory requirements or face sanctions.

In a public notice issued on Tuesday, August 12, 2025, the NPA reminded the public that under Section 11 of the National Petroleum Authority Act, 2005 (Act 691) as amended, no person is permitted to operate in the petroleum downstream industry without a valid license issued by the Authority’s Board.

The downstream sector covers activities involving crude oil, gasoline, diesel, liquefied petroleum gas (LPG), kerosene, and other designated petroleum products, including importation, exportation, re-exportation, shipment, transportation, processing, refining, storage, distribution, marketing, and sale.

The Authority emphasized that licenses may only be granted to Ghanaians or foreign companies in registered joint ventures with Ghanaian partners, in line with Ghanaian content and participation requirements outlined in Section 12 of the Act. Additionally, licensed operators are required to prominently display their licenses at their business premises.

The NPA warned that failure to obtain the necessary license will result in the closure or decommissioning of illegal outlets.
